The Center for Security and Emerging Technology in a study examined how immigration policies of the five countries help sustain the competitiveness in the AI division. The five countries are the United States, Canada, the United Kingdom, France and Australia.


The study reveals that, opposed to the other four nations with which Canada competes, its immigration program tends to be the most robust, flexible and especially well-suited to promote efforts to recruit highly qualified foreign workers and eventually compete for AI talent.

The study discusses a number of key immigration policies that are substantially more favourable than those of other countries and thus positions Canada in an excellent position to recruit highly qualified talent and to build a reputation as a global pioneer in artificial intelligence in the coming years.


First, Australia, the United States, France and the United Kingdom all have a working visa period of between three and six years and a renewal ceiling. Across Canada, there is no restriction on the period of stay of temporary foreign employees, because the duration of the Canada work permit is decided by the employer of the worker.


Second, the processing period for work permits and temporary visas in other Four countries are usually several months. Whereas, in Canada, the process normally takes around two to eight weeks, depending on the nation from which the worker applies and the job the worker wishes to hold. Canada also offers work permits across the year, unlike, the United States, where applicants for an H1-B visa must wait for an annual lottery.


Third, of the five countries surveyed, Canada is the only country that requires foreign workers with a visa or work permit to apply for Canada permanent residency immediately. For all other nations, the waiting time is dependent on quotas and can vary between three and five years.

Major Immigration Pathways for Professionals Seeking Canada Permanent Residence


The key route to permanent residence in Canada is by Express Entry - a management program that is used to process candidates for Canada permanent residence. The cycle usually takes between six and nine months and is based on a point system called the Comprehensive Ranking System (CRS).


The system measures employees based on factors such as age, job experience and education, among others. Applicants applying by Express Entry do not need a work offer to qualify for permanent residency in Canada.


Applicants may also apply for Canada permanent residency through the Provincial Nominee Program (PNP), which requires provinces to appoint employees with expertise and credentials explicitly required in the province.
